This wasn't aimed at Keyboard users.Says the person who has never played the game... yeah good opinion there smart one. How about this play the game before interjecting yourself into a discussion. Targetting in this game is horrid, has been since alpha/beta, these changes honestly make it no better for the keyboard users.
For Gamepad players the buttons used to do this are normally
L1 + X, Square, Triangle, and Circle to change them all out.
I have to thank Square-Enix for the amazing job they have done recreating Final Fantasy XIV from Scratch. Especially the inclusion of Missing Genders which we petitioned for in good faith. This was proof to us players that the Developers are truly Sympathetic to our requests and that being honest and vocal can pay off with the amazing characters we have who are Female Roegadyn, Male Miqote, and Female Highlanders. Thank You SE, Thank You Community Team, Thank You Yoshi-P.
I understand what it was for I use a Ps2 controller myself but that's not the point. The point is should I want/need the option my keyboard should function as I want it to. A controller is not the best option to do everything. Ex. Regiments, when executing regiments I actually use both Keyboard and controller on a mage just because hitting shift + spell I want is easier for me then to fiddle with the controller it is my personal preference. But ask me to to walk around and do basic Day to Day functions on a Keyboard and I am lost to me it is the most inordinate system on the planet because I cannot customize my layout. I understand this topic is about targeting and such so I admit for a controller yes it is fine, however if they are going to mess with targeting and controls then SE needs to fix this one basic aspect of customized keyboard mapping, which unless I missed it is still not totally plausible.
