We would need to buy a seperate standard keyboard. I tried it on the PlayStations onscreen keyboard and also a controller mounted keypad and to no joy.

You can select Japanese Keyboard in the PlayStation 3 settings not sure if you can select Japanese and English but you can select Japanese keyboard
Do you have this one:
If yes use the the blue character above the Q key (by pressing the blue "Fn" keft shoulder key on it).
It should be possible to switch the language input in onscreen keyboard as well (there is a button in botton right section) but might not show up depending on PS3 game / app running and your current regional PS3 setting.
Alternatively - just use any standard USB or bluettoth keyboard you most likely have already home anyway - will get handy for chat and console commands too. I'm using the Apple wireless BT keyboard - works great:
