

That's part of it for sure, but even with that people will still complain due to long queue times. The bigger issues is that people here in this half of the world (NA/EU/etc) will take time off from work, skip school, etc to play a game on release. They don't do that in Japan so much. So first few days/week(s) on a server for NA/EU people will have far more than the normal load. People want them to compensate for this, but doing that causes issues later on when the population dies down to more appropriate levels.
