Yes, there is no date set but they never meant for the worlds to remain locked forever. Unfortunately right now, the worlds cannot hold more without crashing so world locks are to encourage people to less crowded servers until a fix is implemented.

Isn't that why there are hard server caps? I know that allowing more characters to be made would add to the queue, but at least there would be the chance I could get on and play with friends'.

Is it sad I'd rather the worlds crash so I'm in the same boat as everyone? All or none I say! ALL OR NONE!

You cannot encourage people with friends on the server to go elsewhere.. especially when it's likely to be a High -> Low pop server transfer for a fee, and by the time it is offered friends will be firmly entrenched on the server.
