There is no way those numbers are in millions. If there are 316m people on the US servers, that's nearly the entire population of the US. Also, there's no way 1/8th of the worlds population is playing this game.
Just throwing out that in one of reinharts translated interviews that EU has the same amount of legacy people as JP. And that NA has twice as much.

those numbers are incorrect. TO date the most played game in the world is League of Legends and that game has roughly 36 million players
servers are meant for 2 hemispheres.
it's not JP vs rest of the world, JP servers are targeted for the whole eastern hemisphere and not just JP.

Korea may be playing on Jap servers, but China wouldn't be. There are various rules about online gaming in China which is why most game publishers have to setup separate servers inside of china for that player base.
