While I think this is a fantastic idea, the fact that they didn't plan to offer transfers until 2-3 weeks after release in the first place may mean that they don't have the infrastructure for single character transfers set up. This may also be a low priority until they get the current server infrastructure stabilized

They will stabilized the servers if they make new servers. It will be naive of them to keep ignoring the cry of new servers. When their solution to the problem is keep a minority of their players outside the game just to keep the game from crashing on them again.

While your point is valid, having them add a new transfer system to already instable servers is not going to solve anything. If we give them a little bit of time to sort things out with the multitudes of other errors they have been having, they may be able to have a small team work on a instant transfer service. But a service like that will not be a priority untill later on.
