On this I definitely agree. We drove ourselves crazy with 30+ pages of questions and guesses until they finally made a statement here. A notice before all that would have been nice.

West Coast Canada. Pre-Ordered PS3 CE on the first day, used my 20-digit code eventually on Thursday, got EU PS3 code and nothing I tried let it work or got me a new one.
Does this mean I'm getting a refund? I'm not sure about this 59.99 but mine was $100 after shipping. I'll check my PSN but my wife is playing FF1...

this thread is for the digital CE pre-order on PSN but i do believe that there is a thread on the tech support page about this problem also
im sorry but the refund only applies to those who preordered via PSN. PSN preorders DO NOT have 20 digit codes.Just thought I'd add my misery to the list

This.I will be the first to say and dont flame me trying to be positive, from what I've been seeing on the tech support page....... we have not missed much but a bunch of other errors and at least we are getting the game for free ( in hope that us CE guys do get a voucher). Soooooooo I am overall not to upset right now cause I could have paid for this and be getting the Error 900000 and not getting into instances right now.
Just food for though and trying to calm some peeps down!
After all's said and done, we might have lucked out. Still though, was really looking forward to early access. Crashes, maintenance and all.
Strange I check my Sony account on the purchase history Final Fantasy XIV disappear and even also on Download List not even there anymore. I do see my email that It shown I already purchase, therefore with NO serial key/ code. (Pre-Order on August 16th)
are you not able to join early access? because afaik preorders on the 16th onwards should be ok.
I got up 5hr early to my 7hr drive in hopes of playing before my cross-country road trip just to find this! but like you said we may have lucked out
