It's not speculation, they stated the White Engine/Crystal Tools engine was the longest development time due to FFXIII's move from the PS2 to the PS3. The WE/CT engine is a cinematic/seamless engine which in XIV's case, it's ONLY because they refused to build off of FFXI instead of taking what work and ran with it.
