No, a terrible idea. Only one PSN account can be linked to a SE Account. Linking an EU PSN account to a NA SE account will effectively get you stuck in a scenario where you cant play your copy of the game. Why? You will be able to download the client from PSN, but when you go to put your registration key from your purchase, the key is NA so it won't wont because PSN is blocking it. Now let's assume you decide to be an EU version of the game. Well now the registration code wont work because SE is blocking it.
The client itself can be used from any version. The registrations keys are bound to a single version. Conflicting keys will no work. Is no worth the trouble.
To answer your question more simply. Creating a PSN account would let you download the client. Will not let you: Use Early access, Get any pre order items, register the game. Which means... you can't play at all.
