You have very much taken that answer out of context.
We already have AV/CC from 1.23 as well as Binding Coil of Bahamut that are confirmed for release. Please do a little more research before losing all hope.

I think AV/CC have had their levels adjusted, if you watch the new dungeon video SE put out (where they show them off in sort of level order) They have other dungeons coming after them which hints they won't be lvl 50 dungeons, i could be wrong though.

The equipment requirements of the items that dropped from those dungeons in 1.0 still remain level 50 so I'm sure that's what level the dungeons will be.

All of the Hard Mode Primal fights will be level 50, probably along with AV/CC/DD. The screenshot of the dungeon with the Demon Wall (Admapor Keep I think?) looked to be level 50 content too.

Since they are still part of the relic quest I'm quite sure they still be 50ish dungeons
