At least in Uldah, when you take the quest, the helper NPC flat out says something to the effect of "You'll get a hat just like hers." It doesn't straight out say it, but considering the pristine cap isnt on anyone, I was oddly led to expect one just like hers...

"Her" would refer to the female Miqote who started the event in Gridania. True she's wearing a Chocobo Egg Cap but I would imagine that's who they are referring to.

I took it to mean the female lalafel dreamer npc that recites the poems. I actually love that the event is kind of mysterious. I hope they continue to be that way. I had assumed that the event npcs in each city wore the respective cap you would be awarded for finishing that city's quest. Since each of the three npcs all wear different versions, it seemed like a good guess. That doesn't require the mining of .dat files or any other nonsense.

Thank you SE for an interesting event, and btw I loved the artwork on the balloons. If there's more to the puzzle yet to come I'll be really happy ^^

I had assumed that the event npcs in each city wore the respective cap you would be awarded for finishing that city's quest. Since each of the three npcs all wear different versions, it seemed like a good guess.

The problem is that we're not getting different versions by completing multiple quests on every city. I have 2 pristine caps (from Ul'dah and Limsa Lominsa), so I'm pretty sure I'm getting a third one from Gridania...
On a side note you have to retainer your first pristine cap (or trade it to a PC) in order to get a second on and so on.
