If you're existing account is a non-CE 1.0 account, then you need to purchase the Digital Upgrade for $19.99 (available on launch). This will give you all the ARR CE digital items, which will arrive in your in-game Mog Mail. If you want to pre-order ARR for the purpose of getting the Mog Cap and Cait Sith Doll Minion added to your existing Legacy account, I suggest you pre-order the PS3 Standard version instead and link your PS3's SEN account to your SE account. Doing this will give your Legacy account all the digital items and the ability to play on either platform as well. **Note: You will still need to get the CE Digital Upgrade to get the CE digital items.

I guess I'll post this here instead of starting a new thread, I don't quite remember what it said but when I entered my pre-order code, it says I got Mog Hat, Cait Sith, and Beta Phase Entry.. Is this normal or should I complain...?

That's normal. Your pre-order code gives you: 1) Early Access 2) Mog Cap 3) Cait Sith Doll Minion.
