I support the "haywire aether" from Bahamut's release hypothesis.
Even if it is Shiva, how could Shiva have an effect on weather? It has to be through aether itself.

I agree with the idea that the Giants Summoned her and she spread across the area. Seeing as Cor was pretty barren in 1.0 and the Aether was amassed there the Giants may have then had the ability to summon their once dormant Primal.
But more importantly the open question of WHERE IN THE NAME OF THE TWELVE IS BAHAMUT!?!?!?!?!?!
Bahamut is probably underneath all of us, sleeping quite comfortably.... My guess is those keys from Dalamud are gonna server as dungeon climbs, downward to his Great Labyrinth. Just my theory.

I personally believe that when the warriors of light (us 1.0 players) were warped 5 years into the future, so to was Bahamut. I think he was just sent a little farther into the future than we were. That is my theory anyway. Think about it, we were engulfed in the same white light that Bahamut was. Consider these two points;
I think they said in 1.0 something about Garuda making stronger winds in Coerthas as part of it, though I'm probably wrong.
The fact that Primals are aetherial beings probably means they can manipulate the aether around them. If you consider that this is also what magic is (manipulation of aether), then they are much more powerful than any of man's magic. More power, maybe they can change the weather. Maybe we'll just have to wait until Geomancer lore is released lol

Just to note. The Great Labyrinth of Bahamut appears to be officially named "The Binding Coils of Bahamut" >_>

When the Battle of Silvertear Skies ended with the Agrias and Midgarsormr plummeting into the Lake, the Ceruleum explosion did more than just disrupt the aether flow (Mor Dhona being the heart of Eorzea and the flow being the strongest here). It released the Primals which would later be summoned into the land by the Beastmen with the Paragon's teachings. The aether flow was chaotic, its why Mor Dhona lost it's lushness. Coerthas still had snow but it was mostly isolated in the peaks of the mountains to the north, the aether flow probably has a similar effect on weather that the ocean currents do, so the trees and grass were able to grow. Now with the flow stabilized, the weather in all areas can return to normal. Such as rain in Thanalan and snow in Coerthas.
