These restrictions are a great idea. This stops people from mass flaming/whining/spamming. The forums are mainly a place to get some information about a topic or to even review moderator/admin/developer comments that are posted. People who have game related issues can review posts before commenting or they can go ahead and contact the customer support directly.

I like the idea, even though I personally love to post on forums and join in on discussions, but at least we can look forward to a clean forums, which can be moderated in a timely fashion and those abusing the forums are able to be taken care of quickly as Square Enix do have strict rules & policies, which should be applied to other gaming forums to make them a less aggressive place.

Doowie, these restrictions are bad idea. They will just draw community to hang out on some other forums since official ones restrict you in every possible way.
    - You're new character who wants to ask something about your class which was not yet covered/asked. Can you ask? Nope, because your lvl is too low. gg
    - You want to answer someone's question. Well, you can't, because 15 minutes and only 3 posts per day (for new chars). People just won't bother helping each other.
    - You want to participate in discussion. Well, again, you can't because of the reason mentioned above.
    - You want to explain your problem/question/position in detail. GG, you figured it out. You can't, because 1000 char limit.
    - You want to write detailed guide? Then again, you can't. 1000 chars limit.
    List can go on.
These restrictions won't prevent people from flaming/whining/spamming. They will still do it, just like they did on beta forums. It just prevents people from interacting with each other.

Sorry to disappoint you, but forums are place for discussion.
@Rabb, you can't post in bug reports forums because they're closed until EA/Official service. Besides, Bug reports forum is exclusion to these restrictions.

Not really, now players will just flood the important forums...like this one. I think for new players they should implement the time restrictions.
