I don't know if it's because they wanted to put the animation there for show or if they made modifications to the limit break system, but on titan, the BLM uses Meteor, while they are clearly in a light party. Which normally you could only use on a boss when in a full party...

Your limit break is defined by the situation.
As long as you're in a light party in the right content the LB bar will change.

You may notice LB-2 is only available during boss fights? Well there's your answer, Primals are essentialy big boss fights therefore they get LB-3.

I have a feeling that levels and or jobs may dictate the LB and I could be wrong you may need a full party but for the sake of the trailer they only had 4.

Hopefully that clears up the confusion.

This looks really epic cant wait to jump into these fights with my friends, only thing i found odd was behemoth is he a primal? i aways thought he was just normal mob? anyway cant wait for 24th only afew days left!!!

If you remember 1.0 Nael Van/Deus Darnus was a "Prime" fight but not a "Primal" it's easier to just assume "Primal"="Boss fight"

Well it wasn't the case with Ifrit in P4, he was at 2 bars. The way LB's are explained, is that Light party gets 1 bar, Light party against boss gets 2 bars, full party gets 2 bars, full party against boss gets 3 bars. I'm assuming, that in that video, they're fighting the normal version of Titan, which is why they are 4, therefore, according to Limit descriptions, they should have only 2 bars, not 3.
