As far as I know, you have to complete the LV10 quest for your starting guild and then physically visit the guild whose class you want to switch to.

When you complete the level 10 CLASS quest from your starting guild you get an announcement saying "Armoury System Unlocked" and "Gear Sets Unlocked". This is what lets you go to other guilds and do the starter weapon quest. If you try to talk to another guild without completing this quest the NPC will say you are too untrained or something like that.
Also even if you don't intend on leveling other classes, I reccoment going to all of them and doing that first welcome quest as it adds 1 to your gear set quota, so go to all the guilds, even the DoH and DoL as you will have more slots with which to build gear sets for different purposes.
