Unless you work for SE, I don't think you're in a position to say what the motivation behind changing the stats on the White Ravens was. We know that SE thinks they should be vanity items. They have not said the same thing about the Imperial hats, but they have said that they won't be available in ARR.

The truth is, we don't know why they changed the stats beyond that they wanted them to be vanity items. We don't know what caused the change of heart. Was it because they made a mistake when initially creating them, or did they change their minds after the fact? We don't know, we may never know.
