Collectors Edition with your Old account?

I already am a legacy user. And i was wondering *not sure if this was covered anywhere i couldnt find any info on it* if you order the Collectors Edition can you tie it to your already owned account? like for people who are legacy users? Thank you for any info on this

If you order the PC version, you can't. If you order the PS3 version, you can. This has lead to the odd fact that some folk are ordering the PS3 version even though they don't own a PS3.
