They could make so upon completion of quest the players involved in the marriage gets their character flagged for a surname only change and allow them to pick a new surname together or one to change to the other's should that name not be taken.
Would still take some work on their end but I wouldn't be totally against it.

I would doubt they would ever offer to change surnames. It would be difficult to implement I think and would just serve to cause more issues than what it would be worth.
Let's play the devils advocate and say they did this.... So then later on down the road, someone's significant other turns their attention to another... would they then need to institute divorce quest so that the player could get their original name back?... Might not want that that cute matching name at that point.. would you want to have to pay real money to change it back?
(Hahaha... can you imagine a divorce quest? I can just picture over heard conversations now.... "So-and-so is such a jerk.. they won't take time out of their busy dungeon schedule for our divorce quest so I can get my name back..... You know I should have known from the beginning when we had to reschedule our marriage quest twice for his relic weapon progress..." .... lol... ahem.. sorry... >.> )

Paid name change shouldn't be totally out of the question seeing as we will be getting other account/character related pay options. I wasn't hinting to a divorce quest but if you absolutely MUST change your surname in the first place it only seems fair that you pay to change it back for wasting SE's time and your own should any problems arise in the marriage.I would doubt they would ever offer to change surnames. I find it hysterical how warped some of your perceptions are of how difficult some things would be. No, it wouldn't be difficult. At all. Paid name changes should be coming, and the system to handle name changes already exists, considering we'll be using it on our legacy characters in 2.0.
All SE would need to do is flag our account for a free name change when we get married, and then we're privy to the same name change rules as everyone else. And those who don't want to change their names, can keep them as is. Those who want to choose a new joint last name, or take the male's or female's can do as they please.
If GMs are handling marriages, it's incredibly straightforward, absolutely 0 code written, they would already have this ability in order to resolve naming conflicts of the ToS. If it's going to be automated, whoopdiedo, a few lines of code to trigger the flag when the marriage is successful.
Moreover, I'm just more interested in knowing what their plan is from a dev, so I can plan accordingly. I would love to hear a dev response!
P.S. They didn't do it in Final Fantasy XI... because we did not have family names? Mind blown.

It's just a business/design question, and I'm hoping the community team can forward the question and see where they stand on it.

Seriously, unless you work in the gaming industry doing this sort of thing, I don't think you can really say how easy or hard it should be. Because, as I said before, if it really was super easy, they'd have OKed it by now. As for it being a business/design question, they have already decided to put marriage into the game, so how on earth is name-changing a business/design issue unless there are minor or major difficulties implementing it? I just don't get what you mean.
Can't be that hard. WoW offers name changes for 10 bucks, and you can do it every 3 days. Just sayin'...
