what is the difference between legacy and meteor survivor? They seem exactly the same?

Meteor Survivor was a shirt Yoshi P and some others wore at a Convention. Course now everyone here wants one.

EDIT: And of course, there's an image of our Lady Alustriel wearing one now too.

Legacy paid 90+ days of subscription in 2012. Meteor Survivor would likely be any v1.0 character/account not deleted. (It seems SE will carry forward even those who didn't pay/play in 2012.)
