Devs: Can you release the cutscenes to 1.0 with Titan?

There was an actual CS produced for Titan, but it was never released. There's also unreleased voice acting related to him.

It does actually, he was updated periodically throughout 1.0. The only time .dats go "dead in the water" is when they have no use for them ever or for years. Example: Libra in FFXI was in .dats since 2003, wasn't implemented until 2009/2010.

Leviathan was even added into the dats yet never used (obvious reasons), but as time went on they still could have used it, but updated it periodically as well because obviously for ARR they're reusing assets ontop of new ones. This is why having stuff in dats for future use is good.

Titan going to be release in 2.0 i bet they reuse the CS but update it to the 2.0 looks so ya i don't think they show us now when they may use the same CS in 2.0

There were a few bits of Titan cutscenes in the very first trailers.
E3 Trailer:
At 1:28 Titan has his arm up with his hand glowing.

In the Prerelease Trailer, there are two awesome action scenes:
At 2:33 an npc jumps at Titan with her axe (I wish our characters can do stuff like this in cutscenes aaaaarrrghhhhh)

At 2:49 there's a split second of Titan throwing a rock at the camera

As others have said, SE will probably re-use and update the Titan and Leviathan cutscenes for 2.0 so there's no reason for them to give us the old videos. That's all the Titan stuff I found in one comb through, but on a side note there are a LOT of interesting things to look through in these early trailers. (also take a look at this debut trailer). You can see many altered or scrapped scenes, both from the opening cg movie and gameplay cutscenes.

Well, also, just because it wasn't implemented in the end, it doesn't mean the whole thing has been scrapped. Who knows, maybe they'll be recycling some interesting points for when we'll meet Titan in ARR.
If nothing interesting would have happened instead, chances are we're not missing that much anyway.

We also need to remember that the original plan was to implement Titan and Leviathan.

Then the Japanese Earthquake and Tsunami happened.

Everything relating to these primals was put on the backburner in the interests of pay respect to those impacted by the disaster. Ifrit and Garuda were implemented instead.

Those old cutscenes may also contain spoilers that they don't want to spill the beans on yet.
