There's also more in the interview about what the story in ARR will actually entail.
There's no official translation, of course, but this is evidence enough, and more recent than the old statement you're referring to.

I could care less if any of the 3 leader survived. They did NOTHING to earn my liking. I would gladly trade their lives for a moogle, and I hate moogles.
Where as Cid not only is a genius, but he doesn't afraid of anything. I hope he lives.
I think they are alive as Yoshi said in a degeki interview for ARR that the Limsan admiral is female (it was something about music) and I just hope that he refers to our current female admiral.

On the other hand those leaders had really nice concepts and I think they were quite some characters (plus they were sort of famous) so why replacing promising character concepts whose potentials could live up greatly in ARR?
I think those chars have potential to be really good NPCs (and as an exception I'm not only talking about Merlwyb but about all of them. Yes, I like the others, too, indeed. =P )
(Aaaand...I possibly did get something like a hint at a game convention that if we had a favourite character they might most likely be in ARR. No idea if that counts for Loui though...... :/ Maybe Loui's spirit will guide us or something. That would be pretty cool if he'd appear in our dreams or visions to lead us towards our heroic fate.)
If Admiral Fishwife lives she needs a patch on one eye a hook hand and a peg-leg.
You we actually see many familiar NPC's along with some new.
I say make it interesting and kill em off...except for Kan-E-Sama....
