It seems to only be a problem in Ul`Dah areas, not so much others and especially not Gridania camps.

Even then, it hasn't been so much. The last two horizon behests I was in got to 15 members right at the :05 mark. The two nanawa ones I did today only had 7-8 members. Maybe in Broken Water, they'll still be high, but even then with the behests being every 30 min, I think it will be okay.

And at the same time there are many camps left completely empty come behest time. Hopefully this will encourage people to spread out more.

Not if most guildleves in the game remain as a waste of time, no. I doubt the Broken Water congestion is going away any time soon.
