For fishing, bait isn't used in the same quantity or at the same rate and doesn't have the same economic impact. In fact, I don't think I've ever bought bait in what time I've fished- the game doles out a lot of lower end bait for free.

    Exactly, which is why turning all baits into lures won't change a thing other than not having stacks taking up space for no real reason.
