GARUDA New BLM Burn

What is the strat exactly? It's an obvious BLM zerg, but I did see them stop @ 65%. What is the idea behind it? Also, how geared do the BLMs have to be?

Garuda pops plumes on a timer and will instead to Aerial Blast when below 65% or so. You try to burn her from 65% to below 40% in one of those gaps in order to bypass her second phase entirely, since it's full of heavy hitting AoE moves requiring quick reaction times.

Feel free to correct me, I've never actually cleared Garuda.
