It sounds familiar if you think it from Ultimecia's point of view, in her atempt to compress timeline she traveled to the past finding vessel in that age's sorseress. So in a way it could be possible. I dont think SE will use timetravel to the past again in FFxiv as it was exploited in xi, and if they do they will use it afterwards.

Actually, the Echo is not time travel but memory manipulation. You don't literally jump to a point back in time to alter what happened but instead you put yourself in the target person's memories of what happened at that time that can be changed.

That's why it's pretty much possible to have an Echo within the Echo. Because if this theory holds true (what I believe it does) then you are looking within the memories of someone who used the Echo, and said person definitely rememers what he saw in the other's memories.
