I think it looks more to be a quest-type mob. Like one of those open-world instances for sidequests and levequests. -looks at right of screen-

Then Why in Day1 of FFXIV there was a Peiste lv 50+ that oneshot you outside the gate to Ul'dah?
Or the Hog in the road for Emerald Moss from Gridania or Skelly in the road for Tranquil XD

lol i guess you wasnt playing at the launch. there were high lvl mobs right outside ul'dah killing players left and right
