Just add pity system.
Something like x number of consecutive losses turns your bid into 1+? numbef of extras. It doesnt guarantee anything but gives a little edge.
I did little test myself, about the edge that numbers give (in other words did what FCs can do but as private buyer):

My friend had wanted specific plot lot for years, from specific server. She lost relo chance because of storage situation (why overflow in that situation cant work like in case of autodemo ive no idea, but it is what it is and hidsight is wisdom). She has access to her dream plot now. How? I didn't own personal house on that server, so i was free to level 8 utility alts and bid 8 times on the plot when we noticed one of that sort to be free again. 1+8 bids brought one of my alts victory. I was free to build the house and share it with her by tenancy. We trust each other enough for scheme like this to work without hiccups.
The plot is pretty popular, and it wasnt like we swarmed it totally. It was open for FCs as well, and us included there was +80 bid on it. Our winning chance must have been 10-11%.

Is buying house to share it with your friend kinda sneaky? Yes i guess, but i cant say i kick myself much over our determination. She made that 180mil herself without submarines.

actually here im gonna disagree as venues are big part of rp world what does live in where XIV is for everybody or isn't it?
I don't also see how adding more and more wards wouldn't help solve the current issue.

I would like to see the issue adressed where one player is being able to obtain up to 40 FC houses on their alts to generate infinite ammount of gil using submarines.
that is deeply broken for the whole game economy including rmt bots

Housing could be solved as solo instanced ward where you can still obtain a house in public ward as we have now and then solo-instanced one what is also cheaper

From the beginning, housing wards should have been for FCs and personal houses should have been instanced. Adding the latter now doesn't mean removing the former though. They are perfectly capable of giving us all a house, they just don't want to.

IMO, they should transform the island house into instanced housing with full decorating capabilities. You already can customize some of it, why not go full on? Problem solved.

Even though half of the houses there is owned by one FC (they didn't even bother chanching the name...).

Because the current system has server load that's horrific. The LL on Friday actually discussed this again as the housing update is being further delayed because of continued work on server upgrades.

still think they should just make instanced housing as a separate style to the current. Island sanctuary would be a good solution - alternatively, something like Genshins Tea pot system. Especailly given they could add new environs as rewards for completing content.

They already had instanced mog houses in every home city in XI. 22 years ago they had this figured out, but they just can't seem to understand how now.

Or it's because they just don't want to do it since the current housing system helps them retain subs.
