Balmung's Ul'dah is the most notorious den of ERP shenanigans as a legacy from its 1.0 heritage of being XIV's version of Goldshire, but it's not the same on other data centers.

Primal's Limsa aetherytes were almost always source of being clogged up.

Most actual RPers on other data centers are out and about in the world, doing things. I bumped into a group on Lamia in Buscaroons's Druthers a few weeks ago, having a proper public RP event.
