I think it's good to decorrelate base raises from specific jobs. Having those specific jobs offer time unrestricted raises (unlike the base raises) can still be a bonus of their kit.
Now what's left to be done is to re evaluate the overall strength of each role in light parties: since not everything will rely on the healer or the tank to stay alive at all costs anymore else the party is doomed, perhaps it's time to dial down tanks and make healing more interesting.
