although i get OP's point, it's really weird that people who were farther along in progress would sign up for an earlier prog point and dip. might need some context?

The main issue is that there are few prog groups available at the moment. The people who have done it on patch release are now doing clear/reclear runs instead of going back to prog groups. Therefore, people who are at further prog points have little choice but to join prog groups that may be at earlier prog points.

it's hard enough to get ultimate parties to fill, if i have to sign up for something on google forms then I'm not doing it. i imagine the JP playerbase doesn't like doing this either

It is mainly being done in premade groups, so you will likely have to sign up for forms to access this content, which is unfortunate, as it should not have been this way.
