FATEs scale based on the amount of players that fought it (or one linked to it) the previous time.
While the game does not tell you which FATEs are linked, precedent is that in Bozja, all the FATEs in a given section were linked, excluding the ones that spawn CEs.
The type of FATE is relevant: Boss FATEs scale enemy HP, while enemy FATEs scale number of enemies (not their HP), which is why there were certain FATEs in Zadnor that melted regardless of the number of players there.


From my experience, fates seem to scale with the number of players in a zone, minus those in an active CE. Kinda like Eureka but without counting those that can't get there.
Seen the Eye Tablet pop back to back. First time with no CE so a lot of player went there and took some time. After that it spawned during a CE and was pulled, after the CE people went there and it melted.
So if a zone has 72 people and 50 are in the turtle CE, then any fate will be scaled to the remaining 22 players when it's pulled.
Can't say that I agree with that, at least when it comes to CE's. Personally, I found the turtle one to be the one that was quickly made sense at a glance (and the most fun to execute) despite failing a couple of times (still do), while things like the Mythic Idol are both unfun and hard to read for me.
Different strokes for different folks and all that.

Coins? Just pick enough coin to bring them to the one you’re tethered to. You can pick up to 2 bag of coins. (Say, need 6c? Then pick up 4c and 2c BEFORE bringing them to your tethered item)
The kb? Attack name. One penny = kb from one coin; twopenny = kb from two coin; you get the drill.

Did everyone forget about the memory of the dying grind in bozja? That was way worse than this, I finished all of bozja and never completed the first step of that relic grind because of that. At least with OC I'm over half way done. It's not a hard grind, just run CEs don't focus on the relic grind get your gear, additional phantom jobs, riding map, ect and you'll get the atmas it's not like you have to chain pull mobs to get them, you literally get it from the main part of the content.

Do you know a FATE where the boss have a gaze attack, followed by a Gaze with ?. The ? bit I don’t get, gaze at it I got petrified turn away I got hit.
Try googling it but no luck

For reference, this is also how the Kefka NRaid works as well (Sigmascape 4.0 / O8N). In fact I think it's basically exactly that mechanic, visually speaking. it seem yes like fate seem to have a lower rate of drop then CE but not by to muchI'm not sure that it makes a difference whether you do FATEs or CEs for the purposes of Atma farming.
Every single Atma I currently have I got from a FATE. I've gotten zero atmas from CEs.
My friend who I've been doing this with since the start has zero atmas currently. We've done every FATE and CE together. Except for when I had to go AFK once, he went to a CE without me. I did a FATE waiting for him. I got an atma from the FATE, he got nothing from the CE.
