The key word is "expect", which means it is not a guarantee.

Certainly I hope that it happens in 7.3 but players shouldn't go around screaming "you promised!" if it doesn't.

If a friend tells you "I expect to be at your house at 5 or 6 PM" it is reasonable to assume they don't mean that they could show up any time between 5PM and midnight. While it's certainly in the realm of possibility that some extreme circumstance could delay things, arguing semantics about it is pretty silly.

Yet semantics make a big difference and a lot gets lost (or sometimes added) in translation that isn't intended.

Remember the uproar over Island Sanctuary not delivering what was "promised" in the Shenpai/Meoni Endwalker media tour interview and yet listening to the interview showed that what was described is what we got? People jumped to conclusions about certain phrases that they shouldn't have.

Again, I have no doubt their intent is to add the item limit increase and they believe they will be able to do it in 7.3. I just advise caution when it comes to believing that it has been guaranteed to happen because no promise has been made. We only have the statement of intent.

The player base has an uncomfortable tendency to end up raging because they didn't pay attention to semantics.
