Because you literally CANNOT make characters on Aether right now, or half of Primal/Crystal. If a world is marked congested you can't make a character there. Your argument is flawed.

I think you missed the point of the argument. You actually gave another point in my favor for why people weren't going to Aether/Primal/Crystal if they couldn't because of what you said. The reason is irrelevant, it's the fact that they made a false statement of people fleeing in mass and not logging into Dynamis when that's a demonstrably false claim.
