This is especially bad when you remember the caliber of voice actors that this game had since HW. They need to act and fix this for Dawntrail. Either run the VA through some courses of voice acting lessons and give her more detailed direction or replace her. I'm just afraid that the VO sessions are probably already happening and everything's finalized.

That's how game feedback usually works; not many people bother to sign up for a forum to voice feedback and in general people tend to speak out more to complain than to praise. That doesn't mean that the sample of the player base that uses this forum isn't representative of the wider player base. I'm sure if you were to run a general poll in which people rank VA performances Wuk Lamat would be at the bottom.

He's largely stepped back from his duties but isn't absent altogether. It'd be difficult to pin down exactly what he is and isn't responsible for but Kate has essentially stepped into his former role and has seemingly taken on most if not all of his responsibilities.Your own source (IMDB) says he worked on it for Endwalker, the very same expansion Sam Breyer is credited for. I'm aware that Kate works on translations, but I was not aware she handled voice direction. I'd be fairly confident in saying maybe they're both in the room-- I know for XVI it was a few devs, not just Koji, when casting occurred. Unless it has been directly stated Koji Fox is uninvolved with the voice direction elsewhere..?
Older interviews and news articles related to the story and localisation generally had Koji weighing in. Now it is typically Kate who does so. She's credited for writing some of the Beast Tribe quests as well as some of the short stories and lyrics to some of the recent FFXIV songs.
She is also responsible for pushing for the English localisation to change the pronouns for the fae of the First, as seen here:

We can only speculate how much sway she has over choosing who to hire for voicing particular characters as it may not even involve her at all, it could still be something Koji does or be a joint effort with various individuals but at the very least Yoshi-P seems to be looking to her to represent the English speaking audience of FFXIV.
In the absence of a clear answer, the criticism is mostly going to be directed at Sena though I do agree that whoever is responsible for the voice direction and casting is also culpable in this.
