There are male Hrothgar and Mamool Ja wearing the same turban in the trailer. It looks to be a traditional headpiece of the Turali people. Wuk Lamat is a Turali Hrothgar known as a Xbr'aal and everything so far suggests our player models will be Ilsebardian Hrothgar just like our playable male Hrothgar. There's no reason our Ilsebardian Hrothgar character customization would include Turali headgear. Also, Wuk Lamat's hairstyle is most likely entirely unique to her. We know there's a model that excludes the hat because she's not wearing it in the CGI trailer or the poster.
We already know they're in the process of amending the systems that will allow Viera and Hrothgar to wear headgear because it was recently confirmed so I find it much easier to believe that this is meant to be a subtle little hint of things to come than an entire regionally affiliated turban attached to a hairstyle. Gotta remember she's an NPC and NPCs are just special sometimes.
We DON'T know that. YoshiP supposedly said it in a very unofficial setting while visiting a server on New Years. And what he supposedly said was "please be patient", which means absolutely zilch. I know we have nothing to grasp at but straws when it comes to headgear, but lets stop setting ourselves up for disappointment after disappointment. What I think is happening here is she is A) trying to not draw attention to herself and doing a terrible job at it or B) since it snows a lot in Old Sharlayan maybe her ears got cold. Guess we'll find out the reason in a little over 4 days from now.
As for Hats, Yoshi-P did say they are working on it in an informal Q&A. Now how long that will take who knows but I have a feeling that it isn't going to be a back burner project since they didn't follow though with the "For lack of hats you'll have more unique hair styles" part back in Shadowbringers which I'm sure they know that they burned players with that statement.
I would say 8.0 would be a safe bet for hats since they should have cleared the plate from the Graphics update and race development by that point. It could quite possibly be with 7.0 (maybe with the style of the gear) that hat options are easier to implement until they have the whole system figured out to get all hats to work. All we can do is wait at this point and hope for the best.

Given we see her next to G'raha (who's around 160cm tall as far as I remember) and she's much taller than him - I think it's safe to assume that female Hrothgars aren't much shorter than their males, if at all.Back when the male Viera trailer debuted folks were able to estimate their height in comparison to female Viera with pretty good accuracy based on the architecture of the steps of the Orbonne Monastery entranceway. They came to the correct conclusion that they were tall but slightly shorter than female Viera. Unfortunately the Hrothgal trailer doesn't have the same obvious comparisons so it's hard to say how tall they are, but based on the image we have of Wuk Lamat (who could be anywhere from min to max height) she's quite considerably taller than G'raha and also taller than Meteor's 5'9. I don't think they are as tall as the males, but the height difference is probably closer to the male and female Viera height difference than it is to the male and female Au ra height difference. Like 2 inches.
Well found the spot in the Screen Shot and using my character and I am assuming she is Max height (could be wrong). Using this I'm calculating her with scuffed math at about 82.6 Inches (~209.8 cm) so about 5 inches shorter than my Femroe (if you don't count the ears) if that is true then unfortunately our queens aren't taller than the guys but... maybe that is why they are hunched (Years of bad posture to not stand taller than their queens :P ) but they aren't that much shorter with what I'm assuming (Outside Potatoes since there is no height difference there) that they could have the smallest difference between male and female heights.
So if my scuffed math and averages ends up being correct (or very close to correct) we could see Hrothgals height between 76.5 Inches (194.3 cm) to 82.6 Inches (209.8 cm) making them the 2nd tallest race option at max height but the tallest at minimum height (Femroes are weird having over 12 Inch (30 cm) difference between 0-100 on the size slider) and making them around an .7-1.2 inches (1.7-3 cm) shorter than the males.
Hopefully on Tuesday I can get a better measurement and give a more accurate number (again assuming she is max height and that the Data miners can solve that info). Still I'm happy that they are on the taller end with a nice strong build ^^
