so ONLY allow them is EVERY player has seen them, they have system that skips cutscenes you already seen, if all 4 players have seen them (like 4 people leveling alts together doing their daily dungeons) let us skip them

Doesn't seem to work that way. If a cut scene is flagged as unskippable, that's it. Even if you watch it in The Unending Journey in an inn room, by yourself and not in a group or in an instance, you still can't skip through it.
Besides, the only reason those dungeons have such immense rewards is because of the time investment for all of the unskippable scenes. Making them skippable again would also mean forfeiting those rewards. At that point, why bother?
Still worth doing if you're only going to get the same reward as the 50/60/70/80 roulette when the party unanimously agrees to skip?
And what if someone doesn't agree to skip because they want the full reward?

you're the one queueing for MSQ roulette get over it and accept the cutscenese are unskippable or stop queuing for it.

That'll lead to vote kicking sprouts to get a party comp to skip scenes.
Yup. Which will lead to depleted queues and sprouts being unable to run Prae or CM in under 40 minutes que time.Doesn't seem to work that way. If a cut scene is flagged as unskippable, that's it.
