For now, yes.
It will be interesting to see what the situation is like when Dawntrail launches between returning players and the new Xbox players.
I think it should be ok unless there is a huge influx of players once XBOX joins the game since you have the four other worlds of Dynamis that will open, so that's 36,000 player housing plots that's going to be available. Then you still have 7,200 plots from the currently locked wards of the existing Dynamis worlds to add to the mix too and this is not accounting for any new worlds on the other data centers from the EU, Oceania and Japan they may have planned for the XBOX players in those parts of the world.

There will always be a demand for mediums/larges, by design. But, at the very least, they're probably not in any hurry to be thinking about creating new housing wards or entire new districts.
I would on that also focus more on expanding the wards to contain more M and L wards. Or at least expand the S houses interiors.
Idealy i would have liked it if houses got more interior layouts, even if they dont meet the exterior shape. For example:
- S can choose between: current, 3 floors (with optionaly even a smaller area), extra large single floor.
- M can choose between: 2 extra large floors, 3 floors (with diffirent entry locations like bottom and mid)
- L can choose between 2 floors, 3 floors, 4 floors etc.
And with it, the ability to move the FC door to specific locations. And diffirent staircase orientations (which can also have the fc door placed in it). And yes, some layouts might have more interior space, but there can be reasons not to want that space (item limit can already be your limitation)
Small houses for a lot of players are fine. I can imagine plenty of people not even being close to the item limit. So some extra space they can use can help.
To be fair the new Xbox players should not be effecting early Dawntrail bidding as they would not be up to snuff.
Perhaps there should be a bidding restriction timer on boosted characters...
