I'm looking at the Trust window right now on one of my alts that did not touch Trust at all in Shadowbringers or Endwalker.
If I start with Mt. Gulg selected:
Alphinaud - Academician level 71 ("insufficient level" error)
Alisaie - Red Mage level 71 ("insufficient level" error)
Thancred - Gunbreaker level 71 ("insufficient level" error)
Urianger - Astrologian level 71 ("insufficient level" error)
Y'shtola - Sorceress level 71 ("insufficient level" error)
Ryne - Oracle of Light level 71 ("insufficient level" error)
G'raha Tia - All-Rounder level 81
If I switch the duty to Tower of Zot:
Alphinaud - Sage level 71 ("insufficient level" error)
Alisaie - Red Mage level 71 ("insufficient level" error)
Thancred - Gunbreaker level 71 ("insufficient level" error)
Urianger - Astrologian level 71 ("insufficient level" error)
Y'shtola - Sorceress level 71 ("insufficient level" error)
Estinien - Dragoon level 81
G'raha Tia - All-Rounder level 81
So they don't automatically get bumped to level 81 in Trust if you select an Endwalker duty.
I think players are confusing Trust with Duty Support. They are now 2 separate systems serving a similar purpose.
NPCs in Trust need to be leveled (starting level based on when they were added to Trust).
NPCs in Duty Support do not need to be leveled - they are automatically synced to the appropriate level for the selected duty.
When you interact with the NPCs at a dungeon entrance or the entrance portal, you're now interacting with Duty Support and not Trust. Even on this character that has all Trust NPCs completely leveled, interacting with the entrance portal only brings up the NPCs available through Duty support. If I go to Holminster Switch, I get to choose from Alphinaud, Alisaie, Lyna or G'raha.
I guess Trust is nice if you want more control over which NPCs go with you into a dungeon but otherwise there's no need to level Trust anymore unless you want the titles.
