Yes. This has always been the case. Why there's a new facet of players who are ignorant of this fact and refuse to accept it is beyond me, but you haven't a clue what you're saying and are probably far too wet behind the ears in terms of when you started playing to even know what you're saying. XIV's revenue from subs and unit sales is used amongst the company; sales revenue in any company is utilized this way, but Mogstation has always gone back into the game as its CBU3's way of bolstering their own budget.
That is literally the whole point and has been since it was introduced alongside the Gold Saucer.\
Its funded new server hardware, new data centers, world visit, fanfests, extra merch development, concerts, media tours and DC travel among other things and they have always been incredibly transparent about this fact. The cash shop is the only way we can directly support CBU3 and XIV's continued development as all other revenue from the game is not exclusive to the project.

Your money paid for flops like Forspoken LOL
I don't usually do BLU savage raids, but I probably would have gotten around to it if they had Shadowkeeper as the reward. I'm not doing old savage raids as BLU for a title as bad as "Forbidden Blue".Tow am I really supposed to have a "balanced, well-thought discourse" with these "enlightened centrists" who say "If I don't like it, don't buy it" when literally THIS patch a significant amount of BLU Eden Savage groups fell apart because Shadowkeeper, an Eden-inspired Mount, was thrown into the cash shop, and some people are just more extrinsically motivated than others, even more so after dealing with patch after patch of controversies in their corner of the game.

well, too bad, if you want rewards you gotta pay for them, not play for them. Thats the world we play in now.
