You realize that Yoshi P is just a spokesman right, its very unlikely he's actually been doing much of the actual work outside of general guidance for a while.

He is still the Director and Producer of XIV, I would assume many things have to be approved by him not only before working on them in earnest begins but also before they are finalized and implemented into the game. So there are many things that while he does not really work on them, could be waiting for his review and approval that he simply isn't getting to if other projects are taking his time.
