Historically, housing districts are associated with each expansion's 'starting' hub city. Each starting hub shares two major common elements : Market Boards and Inns.
  • ARR : Limsa/Gridania/Ul'dah
  • HW : Ishgard
  • SB : Kugane
  • ShB : Crystarium
  • EW : Old Sharlayan

In contrast, each expansion's 'endgame' hub city/settlement lacks both Market Boards and Inns, but they DO have the tomestone vendors for that expansion.
  • ARR : Mor Dhona
  • HW : Idyllshire
  • SB : Rhalgar's Reach
  • ShB : Eulmore
  • EW : Radz at Han

So, following the pattern the next logical housing districts are Crystarium and Old Sharlayan, then whatever 7.0's starting hub city ends up being (My bet's on it being in Corvos/Locus Amoenus).

They'll never make housing districts in Old Sharlayan and the Crystarium for lore reasons.
The same could have ben said for the housing districts of Ishgard and Kugane, neither of which were available at the start of their respective expansions. If they want to attach housing districts to the Crystarium or Old Sharlayan, they'll write a justification into the lore (and we might even get some new content out of the deal like we did with Ishgard Restoration).
