Merging databases isn't an automatic process. You can do certain things automatically (i.e resyncing) but you still need someone to physically work on the database, which is why they say based on activity there will be a wait period after you reactivate it during x period.
Thus why they suggested to be active before the first 2 phases of merging.


Depends on what they did to prepare for this process, I would have had a script ready to copy over any active accounts data and have it run during the night on anyone who recentally resubbed meaning you don't need a manual process, its not like they are merging the entire database, just character data.Merging databases isn't an automatic process.
