What someone else does with their house is their business.
While it would be nice if everyone decorated their house and garden and opened it up, you can't make them anymore than someone else can come along and tell you how to decorate your house.
(So in this analogy, they are not empty seats, they are very much occupied, you're just choosing to not acknowledge them as real people)
Obviously moving to a different DC is easier said than done. Everyone has reasons to stay. But that doesn't change the fact that Someone has to move over.
Someone has to take that hit, because there isn't enough room for all of you on that plane. The servers are at capacity, regardless of the state of housing wards, that's just the first sign of it, the canary if you will.
If you have a group of friends or a small FC, try convincing everyone to make that move together.
Otherwise stay put, and deal with a lack of housing plots and congested servers, with 6-12 hour log in queues once 7.0 launches, and hope that someone else moves instead.
There's no other solution. Somebody has to make the move. You can't all fit.
They keep throwing more housing wards at the game every six months or so, but that's a bandaid fix, and it doesn't solve the cause of the problem which is overpopulated servers.
Each server now has 9,000 housing plots, which doesn't meet the demands of an average server population of 20,000. On the other hand, each server has 27,000 Apartments, most of which are sitting vacant because it vastly exceeds server population. They're not just going to keep throwing more housing wards indefinitely, it creates far too many superfluous Apartment slots, and it just enables players to overload servers.
You say you've been trying to get a house since 2.4. I've had three since 4.3, that's why you move to a less populated server.
As far as housing goes, what they really need to do is open up those 27,000 Apartments. Turn them into instanced houses by way of an Apartment Upgrade system. Giving Apartment owners more space to decorate, and less need for a house plot.
But while that might take strain off the ward system, it won't do anything to help incentivise players moving off the congested worlds.
