



An NPC is one object, while a player character is a pile of objects that all have to load in at the same time. It's like the difference between unpacking an action figure or a Lego kit.






I don't think that's the case. NPCs are still built with the same collection of individual settings as player-characters, which you can look up on sites like Garland Tools; however, the devs have the ability to apply a custom face to them, and actually seem to have more settings rather than less. (Picking whether the NPC is an adult, child or elderly body type, for example.)
I would guess that the difference is that they don't need to be transmitted to other players' computers because the appearance data is already there locally, so it can afford to be a larger amount of data than player characters.
I gotta say that I agree with OP ; being able to choose whatever horns we'd like to have, like viera ears for exemple, would be great.
