Not necessarily. There are some examples of mammals with scales (armadillos and pangolins have two different approaches to it) and the rest of their body seems human-like, so there's no reason to be certain that scales mean they have reptilian traits.

Even if they do have "reptile scales", it's a surface layer over a mostly human base.
