Whatever powers Hollywood isn't the same as Japan. Different, stricter rules on what manages to be on the screen. It's why you have weird censorship. And unfortunately, nipples are included. I presume because they can be sexualized.

Ironically, though? Japan isn't the worst at it, I find China's censorship to be far more egregious... just look up what they do to blood, but fair warning: NSFW.

I actually looked this up some time ago but the no male nipples thing isn't a censorship law thing. Most of what I saw pointed towards it being just being visually appealing but like, to who? I thought Japan was supposed to not care as much about nudity given how onsens are a thing but they really seem weirdly fixated on male nipples.
