Agreed. The guildleve system could have been implemented in a much friendlier and less grindy way. It could have been used for progression and tiered rewards in a much better fashion. I liked the direction they were going with faction leves (I'm a little masochistic in that I like rep grinding). There should always be alternatives to getting decent gear. Raid gear and dungeons drops should be the best, but crafted and rep rewarded gear should be a worthwhile stepping stone. Leves could have helped facilitate that more than they did.
Love or hate guildleves, they were part of a questing system that was actually innovative - instanced content in an open world setting. I would have preferred they were improved to their full potential, instead of virtually scrapped.
What Rydin is suggesting is something similar to what I might like to see happen with leves. Doing involved questchains (with a decent story) in a hub, which then unlocks access to leves that reward rep, which you repeat for decent gear rewards. Or something similar. This would give quests and leves a more meaningful purpose.
Maybe in 2.0...? (Boy, are those words getting tired.)
