Yeah, the issue is supply. That SE implemented a housing system ripe for abuse, and didn't take into account the number of players who would want to participate. Spoiler alert: Your feelings are not relevant to this topic. There are /thousands/ of unclaimed housing plots in FFXIV, no one is depriving anyone of anything. Getting to 2nd LT can be done in an hour or less and getting to captain takes about a week, maybe two if you dont know what you are doing.
Adding extra 'steps' isnt a solution, its just a minor inconvenience to the people with the knowledge and resources to continue to do what you think is 'toxic'.
It seems like the people who have multiple houses for FCs/subs are doing....exactly what they're allowed to? They're not breaking anything or bending rules. They're not griefing, they're just playing the game. Anyone can enter the lottery, any FC could put multiple bids on multiples houses and it'd be the same thing would it not? It's not like they can influence the outcome of the lottery plz. There are houses in a lot of places, maybe not larges or prime locations but like, any house is good for a new player.
Subs would be a terrible way to RMT, and they are a labor of love. People are only getting bent out of shape about them because of some perceived exploiting of something when in actuality it takes a lot of time and money upfront. If anyone is doing it multiple times/FCs over it's because they enjoy it. Not for RMT and certainly not because they're nefarious conniving individuals.

Speaking about feelings being irrelevant, when SE decided to prevent single characters from owning entire wards there was no plot shortage. I in fact got premium plots for me and my FC during this time period. But allowing whole wards going to single characters gave SE an awful look and thus the changes were made to give the appearance of a more equitable system.
So feelings aside, facts and logic dictate that SE are acutely aware of perception and how it can be detrimental to cultivating a healthy community.
