There should be a way to influence outcome. Equal opportunity shouldn't mean equal outcomes. Players who are more dedicated 'should' have better odds at getting housing.

I'm sure this idea will go over well with the crowd that works, has a family, obligations outside of the game, etc.
Ya know, the majority?
I no life this game and don't think I deserve a house more than the next person, nor should my odds be weighted heavier just because I'm fortunate enough to have time to dedicate because my irl situation is accommodating.
Though I do agree with the ppl on here about how clicking a placard is worst than the lottery, I do have to agree with the OP about ppl who don't own a house and just hit lvl 50 being able to get a med or a large right out the gate if rng gods smile on them. I missed the old system mostly for the bypass it gave already house owners so they could upgrade or move to a better housing area. I have been playing since SB and got my first small house in the mist by waking up right before the maint was over when they unlock the new wards added to private buyers(back then they gave FCs first pick of plots for the first few weeks and then later allow private owners to buy plots). It felt really good to be rewarded that way because I knew now I have a house I could maybe one day upgrade it to med or large when one was open and I get to bypass the timer as long as I was determined and patient enough. Then at the end of SB I got lucky with a large in the goblet(I was just looking for a med tbh but a friend talk me into getting the large even though I hated the location). Then firmament happens in Shb and I thought "Hey if I saved up and buy my time I can move to an area I always wanted to live in, Ishgrad! I can wake up really early that morning and maybe just maybe grab a large that I would love to have and be proud of." So I did that I waited for all thought out ShB and work hard to save up over 50mil gil and even was able to pay my friend back who lend me the gil I was missing to get the large in the goblet.
Then the lottery system was announced and the news they were removing the bypass that house owners had. My heart sank because I knew that now my odds of getting large in the area I had been waiting for a whole expansion, a large I saved so much for was greatly decreased. I still tried but have lost every time now which isn't surprising since my luck is really trash. You are looking at someone who has had to buy every ex-mount with 99 totems all the time bc of low rolls, and someone who has lost almost every 50/50 roll in genshin for a character. This past lottery broke me badly bc I bid on a large with only 3 ppl(including me) and still lost even though the odds were better than my past tries. Now I'm thinking about either giving up the large I have in the goblet or trying downgrading to a med bc I hate the place I'm in now. I hate the ward and the location so much that I let the place go since I have no motivation to decorate. I honestly rather hang out at my island more since at least the area is prettier than the brown goblet. I just feel the ppl who put in the time and are patient should be rewarded more than having to pray that rng will be on their side. Anyway, that is just how I feel and my little story. I know a few ppl will think I'm ungrateful and I should be happy I even have a house and yeah you're right but if you lived in an area you could not stand and hate so much, you also would like to move out of that place also.
My dedication of clicking placards for what amounted to actual days in total got me nothing. No, I got my house because they turned on auto-demolition and after 45 days a ton of houses got demolished and I simply went up to a random placard about half a day later and immediately purchased the plot.
I do not wish for anyone to go through what I once did: Clicking a placard for 13 hours straight, deciding to take a quick bathroom break, and coming back and finding the plot sold to someone else.
The way to make them based on dedication rather than luck is to make them actual auctions given to the highest bidder. Could also let people sell plots they own at whatever price they want, with the buyers paying that plus some tax. It greatly fuels RMT but I've always thought letting the free market decide how limited resources are exchanged makes more sense than any system they've used before.
Why have any content that requires time then?I'm sure this idea will go over well with the crowd that works, has a family, obligations outside of the game, etc.

They have irl things to do! Just give them free stuff!

The amount of terrible that is in this idea is outrageous. Before they put an end to House scalping Larges on busy servers like Balmung were being sold for 500+ M gil and many were being sold for hundreds of dollars IRL on Japanese and NA servers alike. As the US economy has proven, a true Free Market is not sustainable and will always be abused by the few at the detriment to the many. Thankfully, the Dev team would never never ever trust us with that power in our hands again and I say good riddance. The way to make them based on dedication rather than luck is to make them actual auctions given to the highest bidder. Because people like to play the game when they can and not need to schedule 20 hours of clicking just to have a chance to have a house.
"Well if you don't want to click on one thing in a static area for 2 days straight, why are you even PLAYING an MMO? Might as well just instantly be at level cap with everything and be given a cliffs notes of the story!"
... Really?
WHERE IS THIS KETTLE EVERYONE KEEPS INTRODUCING ME TO?
That wasn't even what was being discussed, LOL.Because people like to play the game when they can and not need to schedule 20 hours of clicking just to have a chance to have a house.

I am biased since I have a house now, but remembering placard spamming for hours only to have a relocator pop in and take the house because of that stupid decision I never want to see anyone have to go through that hell again.
